Why the RTA Limousine Licence Matters
The licence is not paperwork for its own sake. A licensed limousine operator in Dubai carries commercial passenger insurance, which is the only insurance that actually covers you as a paying passenger. A private car doing paid rides on the side has private insurance that becomes void the moment money changes hands for the journey. If that car is in an accident on the E311 at 120 km/h, the passengers are uninsured.
Licensed drivers also hold RTA permits, which means background checks, training, and a regulator to answer to. Unlicensed "drivers with nice cars" advertising through hotel concierge back-channels or classified sites have none of this, and RTA enforcement does impound vehicles caught carrying passengers illegally.
