The UAE Private Hire Licensing Framework
Transport in the UAE is regulated primarily at the Emirate level. In Dubai, the Roads and Transport Authority (RTA) is the regulator for all ground transport. The RTA operates three distinct transport permit systems relevant to private travel:

What the Limousine Permit Requires
An RTA Limousine Permit holder must maintain:
- A registered company in Dubai with a commercial licence
- All vehicles registered under the company with RTA-approved vehicle specifications (minimum vehicle standard, cleanliness, maintenance record)
- Comprehensive commercial vehicle insurance on all fleet vehicles
- Drivers holding valid UAE commercial driving licences
- Regular vehicle roadworthiness inspections
- Compliance with RTA booking and dispatch regulations
What Happens Without a Permit
An individual offering private hire services without an operator's Limousine Permit:
- Is operating illegally under UAE transport law - subject to fines and vehicle confiscation
- Uses personal car insurance which almost certainly excludes commercial for-hire use
- Has no RTA accountability mechanism - no regulator to complain to if something goes wrong
- Cannot access RTA-designated airport chauffeur pickup lanes at DXB
- Has no background check or vetting process imposed by a regulated operator
Note on UAE vs UK terminology
"PCO licence" is a UK-specific term for Private Hire Vehicle licensing (now TfL Private Hire Operator licence). This term does not exist in the UAE. The UAE equivalent is the RTA Limousine Permit. Any service claiming to hold a "PCO licence" in the UAE is either confused or misleading - the relevant UAE licence is the RTA Limousine Permit.
