RTA Taxis: No Subscription, Ever

Hala and Careem Packages: Discounts, Not Subscriptions
Careem sells ride packages and its Careem Plus membership offers percentage discounts on rides. These reduce the per-trip price, sometimes usefully. What they do not do is fix your monthly cost, guarantee a car at 7:45am sharp, or give you the same driver twice. A private monthly driver arrangement is the fixed-price version. Two formats. If you own a car, a monthly personal driver drives your vehicle on your schedule for AED 4,500-5,500 a month, unlimited household use within agreed hours. If you do not own a car, a monthly chauffeur with vehicle included covers everything (car, fuel, driver, maintenance) at AED 14,000-22,000 depending on vehicle class and hours.
The Cost Math: Daily Taxis vs Monthly Driver

Two things the taxi column hides. First, peak pricing: app-booked fares climb precisely at 8am and 6pm, when a commuter has no choice but to ride. Which Option Wins, by Commute and Household
Short commute, single person, no car: taxis win. Business Bay to DIFC or Deira to DIFC on the Metro plus the odd taxi will not reach AED 2,000 a month. A monthly driver is overkill here.
Long commute, single person: borderline. Arabian Ranches or Mirdif to DIFC by taxi is AED 70-100 each way, so a month of commuting alone hits AED 3,000-4,400. At that point a safe driver in your own car at AED 4,500-5,500 costs slightly more but converts 45 minutes of driving on E311 into working time, twice a day.
Any commute plus a family: the monthly driver wins clearly.
