Zero Tolerance: What the Limit Actually Is
The UAE has no permitted blood alcohol level for drivers. The working limit is 0.00% BAC. Not 0.05%, which is the legal limit in the UK, Australia and most of Europe. Not 0.08%, the standard across the United States. Zero.
That means a single beer at dinner puts a typical adult male above the limit, and a glass of wine puts most adults well over it. Feeling completely sober is irrelevant. Driving faultlessly is irrelevant. Under UAE law the offence is the presence of alcohol, not the presence of impairment, so there is no margin to calculate and no sensible way to time a drink against a drive home.
Dubai Police run roadside checks across the city. Enforcement intensity rises around peak social nights, national holidays and the period leading up to New Year. Checkpoints appear on major arteries including Sheikh Zayed Road and Jumeirah Beach Road, and around entertainment districts where people are leaving licensed venues. A checkpoint does not need a reason to suspect you before it tests you.
Which Law Applies in 2026
The governing legislation is Federal Decree-Law No. 14 of 2024 on Traffic Regulation. It was issued on 30 September 2024 and came into force on 29 March 2025, replacing the previous federal traffic law. If you are reading older guidance quoting a fine of "AED 20,000 to AED 25,000", it predates this law and is out of date.
Two things follow from the word "federal". First, the offence and its penalty range are the same in every emirate, so there is no softer jurisdiction to drive into. Second, the penalties are criminal rather than administrative. A drink driving matter is not a ticket you clear on the Dubai Police app alongside a speeding fine. It is a case that goes to court, and the court sets the outcome.
The Drink and Drive Fine in Dubai: What You Actually Pay
The law provides that anyone who drives or attempts to drive a vehicle on a road while under the influence of alcohol is punished by imprisonment and a fine of not less than AED 20,000 and not more than AED 100,000, or by either one of those two penalties.
Read that carefully, because two details get lost in most summaries. The AED 20,000 is a floor, not the price. The upper end is five times higher, and the court decides where a given case falls. And the phrase "or by either of these two penalties" means imprisonment and the fine can be imposed together or separately - which is also why nobody can promise you in advance that a first offence means only money.
Note the words "or attempts to drive" as well. The offence does not require you to have completed a journey. Sitting in the driver's seat of your own car in a hotel car park with the engine running is enough to put you inside the wording of the article.
Criminal fine
Not less than AED 20,000 and not more than AED 100,000 under Federal Decree-Law No. 14 of 2024. The court sets the amount within that range.
Imprisonment
The law provides for imprisonment alongside the fine, or either penalty on its own. The term is a matter for the court. Detention while a case is investigated is also possible, and passports are commonly held while a criminal matter is open.
Black points
23 black points recorded against the licence for driving under the influence of alcohol. 24 points accumulated within a year is the threshold for licence suspension, so one offence takes a clean licence to one point below the line.
Licence suspension
The court suspends the licence for not less than three months on a first offence, six months on a second, and cancels it on a third.
Vehicle impoundment
60 days for light vehicles under the Dubai impoundment schedule. Storage and release charges accrue over that period and are paid by the owner.
Wider consequences
A criminal record in the UAE affects employment, visa renewals and residency for expatriates. Many employers require a clean record, and some employment contracts treat a criminal conviction as grounds for termination.
These are not alternatives you pick between. The fine, the points, the impoundment and the licence consequence stack onto the same incident.
Black Points for Driving Under Alcohol in Dubai
Black points are the part people underestimate, because they run on a separate track from the court case. The criminal court deals with the fine and any custodial sentence. The traffic authority deals with the points, and the points carry their own licence consequence.
Driving under the influence of alcohol is recorded at 23 black points on the published Dubai traffic violations schedule. The suspension threshold in the UAE system is 24 points accumulated within a year. So a driver with a spotless record who is caught once is left sitting one point below the line for the following twelve months. A single subsequent violation carrying one point or more pushes the total over, and the licence goes.
There is a second route to the same place. The court can suspend the licence directly as part of the criminal sentence, and that suspension does not depend on the points total at all. In practice a drink driving conviction exposes a driver to both mechanisms from one night.
Black point reduction schemes do exist. Police forces across the emirates periodically run initiatives allowing drivers to remove points by completing accredited training courses, with limits on how many points can be cleared in a year. Those schemes are run at the discretion of each police force, the terms change, and serious offences are not always eligible. Do not assume a drink driving entry can be trained away. Check the position with the relevant police force at the time.
Licence Suspension: First, Second and Third Offence
The 2024 law sets out an escalating ladder that the court applies:

Cancellation on a third offence is not a long suspension. It removes the licence, and getting back on the road afterwards means going through the qualification process again, on top of whatever the court has ordered. Driving while suspended is a separate offence in its own right with its own penalty.
The Vehicle: 60 Days Impounded
Driving under the influence of alcohol sits on the list of serious violations that carry a 60-day impoundment of a light vehicle in Dubai. The car is taken at the roadside and held at an authorised yard.
Three practical points that catch people out. The clock starts at the offence, not at the court date, and storage charges accumulate across the period. The registered owner bears those charges, so if the car was borrowed, the owner is exposed to costs from someone else's night out. And the vehicle is not released simply because the impoundment period has expired - release involves settling outstanding fines and charges and completing the authority's process.
If the car is financed or leased, check the agreement. Impoundment and criminal use of the vehicle typically breach the terms, and the finance company can act independently of anything the court decides.
Is the Drink and Drive Fine in Abu Dhabi or Sharjah Different?
The offence is identical everywhere in the UAE. Federal Decree-Law No. 14 of 2024 applies across all seven emirates, so the AED 20,000 to AED 100,000 range, the licence suspension ladder and the zero limit are the same whether you are stopped on Sheikh Zayed Road in Dubai, on the Corniche in Abu Dhabi, or anywhere in Sharjah, Ajman, Ras Al Khaimah, Fujairah or Umm Al Quwain.
What varies between emirates is administration rather than substance:
- Which police force handles the case and where it is prosecuted
- Where an impounded vehicle is stored, and the storage and release charges applied locally
- Which black point reduction initiatives are running and who qualifies for them
- Local processes for licence recovery once a suspension period ends
People sometimes assume a drive across the emirate boundary is a lower-risk route home. It is not. If anything, a long emirate-crossing drive at 2am adds fatigue to the picture. The same reasoning applies to the Dubai to Abu Dhabi run, which is roughly 140 km of motorway driving and the single worst journey to attempt after a night out.
When an Accident Is Involved
Everything above describes being stopped with alcohol detected and nothing else having happened. Where a collision is involved, the position hardens considerably.
The 2024 law provides that a motorist who causes the death of a person as a result of driving while intoxicated, or under the influence of narcotic or psychotropic substances, faces a fine of not less than AED 100,000 and/or imprisonment of not less than one year. Those are minimums, and the criminal case sits alongside any civil claim brought by the victim's family.
There is an insurance dimension too. Motor policies in the UAE exclude use of the vehicle while under the influence. A driver over the limit in an accident is generally looking at an uninsured loss on their own vehicle and personal exposure to third-party damage that the policy would otherwise have absorbed. That exposure is unlimited in a way the fine is not.
Tourists, Visitors and Rental Cars
The law makes no distinction between a resident and a visitor. Same offence, same range, same court.
The practical consequences tend to fall harder on a visitor. A criminal case takes time to work through, and you may not be free to leave the country while it is open, which turns a week's holiday into an open-ended stay. A rental agreement is void the moment the driver is over the limit, so the rental company will pursue you directly for the vehicle rather than claiming on insurance. Travel insurance policies almost universally exclude criminal acts, so legal representation and any repatriation cost comes out of your own pocket. And a conviction can carry immigration consequences for future travel to the UAE.

There is nothing to collect the next morning if you never drove there in the first place, which is why most visitors are better off not renting at all for evenings out. Drink Driving or Drunk Driving: Does the Wording Matter?
Not legally. "Drink driving", "drunk driving", "driving under the influence" and "DUI" all point at the same article of the same law here. Because the permitted level is zero, the law does not grade the offence by how drunk anyone looked. A driver who had one glass of wine three hours before and a driver who was visibly incapable are charged under the same provision.
Degree can matter to the court in deciding where in the AED 20,000 to AED 100,000 band the fine falls and whether imprisonment is imposed, and it obviously matters if there is a collision. But there is no threshold below which the conduct stops being an offence, which is the distinction most visitors from Europe or North America fail to internalise.
The Real Total Cost Against a Driver
Add up what a single incident actually costs, at the low end of every component: AED 20,000 minimum fine, 60 days of impoundment and release charges, legal representation, income lost to any custodial period or court appearances, the replacement transport you need while the car is held and the licence suspended, and the insurance you can no longer rely on. The realistic total sits far above the headline fine, before you count the effect of a criminal record on a residency renewal.

Dubai's rain season, broadly November through March, adds a second transport problem on top of the legal one. When it rains, ride-hailing apps surge hard and quickly, and a journey that normally costs AED 80 can multiply several times over within minutes. That is usually the moment people start weighing a short drive home against a long wait, which is exactly the wrong decision point to arrive at.
