Why Dubai Transport Breaks Down in Rain
Dubai receives approximately 25-94mm of rainfall per year - roughly equivalent to what London receives in a single average month. The city's urban infrastructure reflects this: drainage systems are sized for the historical rainfall average, not for the increasingly common heavy one-day rainfall events the region has been experiencing.
When heavy rain falls, three things happen simultaneously:
- Roads and underpasses in low-lying areas begin flooding within 15-30 minutes of sustained rainfall
- Drivers who normally use their personal vehicles switch to app-based ride-hailing, spiking demand instantly
- Some ride-hailing drivers exit their shift or move to areas with higher surge rates, reducing supply where you are
The combination of flooded routes, artificially high demand, and reduced supply creates conditions where getting a ride on Careem or Uber in central Dubai during heavy rain can take 30-60 minutes, at 3-4x the normal rate, if available at all.

The April 2024 Flood: A Case Study
The UAE experienced its highest recorded 24-hour rainfall on April 16-17, 2024, when approximately 254mm fell on Dubai in 24 hours - more than the city normally sees in 18 months. The event resulted in widespread road flooding, Dubai Airport runway closures, hundreds of stranded vehicles, and a near-complete collapse of ground transport for 12-24 hours in many areas.
Residents who had standing arrangements with private drivers reported that those drivers were able to navigate to their locations via alternate routes, while app-based transport was either unavailable or priced at extreme surge multiples. This event demonstrated in practice the value of a driver who knows the city's road network well enough to route around flood points in real time.
Dubai Metro in Rain: Your Best Bet
The Dubai Metro is elevated for most of its Red and Green Line routes and is generally unaffected by surface flooding. During the April 2024 event, Metro service continued largely normally while roads were flooded. Metro is not a complete solution - it does not serve Dubai Marina's interior, Palm Jumeirah, Arabian Ranches, most of JBR, or many villa communities - but it is reliable transport between its stations.

The NCM (National Centre of Meteorology) publishes rain alerts at ncm.ae and via their app 24-48 hours before significant events, particularly during the November-March rain season. When an alert is published:
